Exploitation rules of satellite communication and broadcasting channels, organizing through transponders of the satellite series "KazSat"

 

Chapter 1. General Provisions  

  1. These Regulations determine the procedure for operation of satellite communication and broadcasting channels, organized through the transponders of satellite "KazSat" series of devices (the Rules), which is guided by the national operator of the space system technical support phases, channel testing and operation, as well as the interaction of the National Operator space system with the applicant in the preparation and conclusion of contracts for the provision of satellites’ transponders

In these Rules, the following definitions:

National operator of a space system (the national operator) - «Republican Center of Space Communication» JSC;

Applicant - a natural person or legal entity that addressed the National operator with the application for the transponder lease;

Tenant - a person with whom a contract for the provision of satellites’ transponder

Monitoring Control Center - a structural unit of the National operator provides technical support and monitoring of satellite capacity;

BRCTI - board relay complex telecommunications industry;

ES - satellite earth stations;

EIRP - Equivalent isotropic radiated power.

Resolution - Resolution of the Government of the Republic of Kazakhstan from April 20, 2012 № 504 «On Approval of the Rules of satellites’ transponders physical and (or) legal entities».

  1. Technical requirements - Technical requirements to access earth stations to the satellite, developed in accordance with the Decree of the President and approved by the order of «Republican Center of Space Communications» JSC dated August 31, 2012 № 124-p.
  2. The national operator carries out activities in accordance with normative legal acts of the Republic of Kazakhstan, as well as on the basis of the state license for the exploitation of space communication and broadcasting apparatus and use of the ground infrastructure to ensure their functioning.
  3. This Regulation shall apply as a guiding document in all stages of interaction with the National operator of the Applicant, including the preparation and conclusion of contracts, except ES access to the space segment, which is regulated by the technical requirements.
  4. The requirements of these Rules are binding for national operators and to the applicant, if it is stipulated in the agreement with the rental of satellite capacity.

 

 Chapter 2. Interactions with applicants in the preparation of contracts or temporary applications  

  1. Interaction of the applicant and the National operator begins with prior consultation before submission of the application by the Applicant in accordance with the Regulation.

The aim of the consultations is to determine needs of the applicant in the necessary space segment capacity and training of the relevant treaty or service form.

For advice on the technical nature of the applicant is drawn to the MCC of the National operator for questions regarding the contract, the cost of providing services and others., the applicant refers to the implementation of the management and marketing of the National Operator.

  1. Service form is a document confirming the short-term lease on a commercial basis at the request of the applicant and is an individual agreement for the provision of short-term lease transponder capacity, which the applicant leases and pays for a period specified in the service form. Each service form also includes a description of the technical characteristics of transponder capacity, available for rent by the National Operator, which are defined in the annexes to the service form. The cost of the services specified in the service form agreed by the Parties.

Service form located on the website of the National Operator. When applying for a short-term lease signed by the applicant puts his hand a copy of service form.

  1. Using the results of preliminary consultations, the applicant shall prepare an application for the provision of lease transponders or transponder’s capacity in accordance with the procedures laid down in the Ordinance.

On the basis of the applicant's application National operator conducts preliminary calculations of satellite communication lines, on the basis of which the applicant sends to the address of the written confirmation of allocation of frequency resources on satellites «KazSat» series

National operator reserves agree with the applicant on the frequency resource period agreed by the Parties. Reservations made on a commercial basis by agreement of the parties.

  1. If the applicant uses the types of modulation and signal coding, not currently available in the database of the complex settlement Monitoring Control Center (MCC) ground control station (GSC), the applicant can independently carry out the calculation occupied bandwidth, and provide results of MCC. Applicant provides complete information on the ES parameters according to Appendix 1. In turn MCC measures the applicant signal parameters for compliance with the information provided. (* Database types of modulation and coding MCC signals given in Appendix 2)

In accordance with Article 15 of the Law of the Republic of Kazakhstan "On Telecommunications" the operators of satellite communications and broadcasting undertake to ensure that the bodies conducting operative investigation activity, organizational and technical capacity to conduct special search operations on the networks of satellite operators and access to proprietary information about subscribers.

Chapter 3. Technical Support Organization

  1. MCC controls in interaction with the applicant all the technical work associated with the commissioning of satellite communication channels organized through transponders of «KazSat» series.
  2. The basis for start-up connection for the satellite channel  is the presence of the following documents from the applicant and the National Operator:

- Agreement for the lease;

- Satellite path specification;

- The resolution on the admission of the ES;

- Passports of the ES.

  1. MCC provides technical support for the work of communication channels and control the frequency and power resources. Technical support includes operational matters arising during the operation provided by the resource (technical consulting, detection, localization and parry of emergency situations, etc.). Monitoring frequency energy resource is to provide a mode of operation of the transponder in the design mode.
  2. In cooperation with the applicant the required rig operating modes BRTK and verification provided by the forces and MCC’s means.
  3. When entering the part of the transponder, if the other part of the transponder is already in use by another user, insertion part transponder usually inherits the previously set parameters for the transponder. Changing the parameters set by the transponder on the MCC Application calculated and agreed with all the tenants who use the resource transponder. In case of disagreement tenants who exploit the same transponder, the transponders parameters remain the same.
  4. Description of current changes in the frequency plan of the operation frequency energy resource transponders applicant compulsorily inform MCC providing updated frequency plan in advance, no later than 3 working days.

 

Chapter 4. Testing of satellite channels

  1. At the stage before the conclusion of the agreement to lease the applicant may conduct testing of the satellite channel, organized through the satellite transponders. Testing is carried out at the request of the applicant on the basis of a contract for testing. Period of testing the ES should not exceed 7 days. In some cases, the written agreement with the Lessor in the test period may be extended. The number of stations for testing should be no more than four. At the end of the test is made by the Applicant and the test report is sent to the national operator.
  2. Test satellite channels can be arranged with fixed, mobile and portable satellite stations. Testing of the ES applicant made by resolve of the MCC and under the control of the MCC’s operator.

Just before the release of the satellite technicians of the ES Applicant must check the equipment of reception and transmission, to clarify guidance coordinates to a satellite and perform accurate pointing of the antenna station on a beacon or control the unmodulated carrier from the MCC, as well as to check the working of the polarization and frequency of the test signals for transmission and reception. When the first exit of the ES Applicant to the radiation power mode, the satellite technicians applicant must adhere to the following order:

  1. Verify the accuracy of the ES antenna pointing to the satellite;
  2. Ensure that no undesirable for receiving signals from the output BRTK for measurement in a dedicated frequency band;
  3. Install the service channel with the MCC operator channel shared or dedicated channel intercom;
  4. According to the MCC’s operator command to set the desired frequency and EIRP carrier of the test signal;
  5. Turn on transmitter only by command of the MCC operator in the initial moment of the level 10 dB below the nominal EIRP;
  6. Check the frequency and signal power levels of spurious and out of band emissions at the output of the transmitter;
  7. Set nominal EIRP carrier controlled by MCC’s operator;
  8. At the end of the measurement of the ES turn off the transmitter.

To make the test report from the technical staff of the Applicant informs the MCC operator following data:

- General information on the ES - identification number and location of stations.

- Specifications of the ES.

 

Chapter 5.  The satellite communication channels’s exploitation

  1. Exploitation of satellite communication channels is carried out on the basis of constant information exchange between the technical services of the tenants and MCC.
  2. The national operator no later than 2 weeks sends the schedule of passage of solar interference periods to the Lessee, for objective reasons possible deterioration in the satellite networks or satellite channels Lessee.
  3. Operator of the MCC not less than 1 hour notifies the operational technical services tenants to terminate of the ES due to the inability of these works, for objective reasons (weather conditions, urgent work on the equipment, etc.)
  4. The national operator in advance, no later than 2 weeks according to Tenants to conduct planned activities with the satellite requiring interruption of organized communication channels.
  5. On holding urgent unplanned work on the satellite requiring technical break in the satellite communication channels of MCC operator informs the Lessee at least 2 hours before the start of these works.

23._ In emergency situations on the satellite operators of the MCC related to communication break notify tenants about the accident and the timing of the end of the emergency recovery work.

  1. In cases where the monitoring data of the MCC modes Tenant's equipment no longer satisfy the conditions of the agreement and this Regulation, or an unacceptable interference to other tenants, the national operator shall immediately inform the Lessee. Lessee shall immediately take the necessary measures to prevent interference with other tenants. The national operator has the right to suspend the provision of the services given to the Tenant, as long as the Tenant does not eliminate the technical problems.
  2. Technical service of the Tenant in advance by fax, at least for a week according to the MCC on carrying out planned preventive works on the ES network-related interruptions, and for at least 1 hour during unscheduled maintenance.
  3. During the immediate emergency - rehabilitation work on the equipment remote of the ES, in the absence of any communication, the Tenant advance warning of the MCC about upcoming work and agree on frequency detuning of the ES, then independently rebuilding antenna system for cross-polarization decoupling to the maximum for a pre-selected and approved by the MCC. After regaining intercom via MCC staff re-Tenant conducts measurement of this parameter and readmission of the ES.
  4. In cases where the Tenant found the deviation of satellite channels communication parameters from the norm, including the appearance of interference, which could affect performance or make it impossible, the Lessee shall immediately inform the MCC (facsimile). On the basis of detailed monitoring, MCC sets the degree of interference and take measures to address the conflict situation.
  5. Operators of satellite communication and broadcasting should assist in troubleshooting the source of interference in the band transponders.
  6. In the event of harmful interference in the transponder, the source of which is unknown, at the request of the National Tenant operator briefly disables the ES transmitter for the necessary technical measures to determine the source of the interference. In case of the ES transmitter's turn off MCC operator leases at its request confirming certified document (listing spectrogram interference in the transponder) within 24 hours.
  7. When conducting the search sources of interference in satellite networks Technical Service of the MCC in agreement with the Tenant temporarily provides free frequency bands for transfer channels, subject to the availability of free frequency resource.
  8. When using satellite channels Tenant provides all the necessary standards and requirements for operation of the ES.

 

Chapter 6. Satellite channels and broadcast control

  1. Overall control of satellite channels organized in the transponder BRTK, carried out by technical means MCC.
  2. Mobile and portable satellite stations, previously granted access to the space segment of the national operator, before each broadcast required to undergo rapid testing under the supervision of MCC Operator. Immediately prior to the inclusion of a carrier for broadcast mobile operator (mobile) station notifies MCC operator to start broadcasting on the telephone.
  3. The national operator can optionally Lessee consider the possibility of continuous automated monitoring the transponder channels allocated to the Tenant, with the conclusion of the respective contract.

Among the monitored parameters are:

- High-frequency settings;

- Digital parameters: data rate, symbol rate, Eb / N0, modulation type, the parameters of error-correcting coding.
