Technical requirements for earth station of "KazSat" space communication system 

 

Chapter 1. General Terms

These Technical requirements for earth station of KazSat space communication system (Technical requirements) determine the procedure to access for earth station of space communication (ES) to the «KazSat-2» and «KazSat-3» satellites, its technical operation and the provision of services on leasing transponders provides national operator of space communication systems. 

  1. The following terms are used in this specification:

National operator of space communication systems – “RCSC” JSC (National operator).

Applicant - individuals or a legal entity, who has applied to the National operator with the application for lease of transponders.

Monitoring Control Center - structural subdivision of the National Operator, provides technical support and monitoring of satellite capacity;

Access of the ES to the space segment – document (resolution), issued by the National Operator, (setting emission power mode in the direction to the orbital position of «KazSat» series satellites at least one of the ES);

The admission procedure to the ES - complex of organizational and technical work that is designed to permit access of the ES to the space segment.

Chapter 2. Interaction with the applicant in the organization of access to the space segment

  1. The admission procedure of each ES to work with the space segment is carried out on a commercial basis and includes:
    1. Test of the ES (on the first and second stages)

Tests of the ES are carried out in stages, separately for each of ES, using the procedures described in Chapter 4 of this specification.

Test procedure is described in Chapter 3. The test results of the ES recorded in test reports.

  1. Forming of the test protocols, and access of the ES to the space segment.
  2. Authorization for access of the ES to the space segment directed owner of the ES after appropriate payment. During the re-admission procedures of the ES, previously admitted re Permission to access of the ES is free.
  3. Upon termination by the Applicant transponder capacity lease contract, previously issued permits to access of the ES applicant to the space segment will be void. At the same time national operator shall notify the applicant (Attachment 6).

Chapter 3. Test procedure of the Applicant's ES

§ 1 The first phase of tests

  1. The aim of the first stage of the test is to check the ES parameters for compliance with the specifications by the Applicant in the application for the provision of satellite communications services (Attachment 4) and individual settings of the ES entered in the passport of the applicant (Attachment 5).  For typical ES VSAT network may conduct random independent testing on the applicant's discretion (Attachment 7).
  2. Independent tests of the ES radio applicants conducted on their own without the radiation in the direction of the orbital position of the satellite «KazSat» series.

§ 2 The second phase of tests

  1. The aim of the second phase is the test to check with the help of technical means MCC antenna parameters and high-performance test of the ES. Tests are carried out in accordance with the standard test program (Attachment 7).
  2. Operational testing is managed by operators of MCC, which channel is used between the MCC and tested of the ES, organized by the Applicant.
  3. The communication channel must operate during all tests. If communication fails, the test is interrupted and the ES transmitter is immediately switched off. Tests can be established only after the restoration of communication.

10.  In order to optimize time and avoid the creation of a queue during admission procedures to unavailability of the ES and /or the applicant's personnel for tests, operators of the MCC can move this procedure on other agreed time and carry out the planned tolerances following of the ES applicants.

11.  Each output of the ES to radiation power mode on the direction to the orbital positions of satellites series «KazSat» geostationary orbit is only by command of the MCC operator.

12.  Prior to the test of the ES, tuned to the orbital position of the satellite «KazSat» series, the transmitter must be in the non-output power of radiation.

13.  During the test of the ES radiation mode on the direction to the orbital position of the satellite «KazSat» series, the transmitter of the ES Applicant must be included only for the period of direct testing.

§ 3 List of measured parameters and characteristics of the ES and MCC

14.  List of measured parameters and characteristics of the of the ES:

  1. Stability of maintenance of the signal frequency and EIRP of the ES, note
  2. Antenna patterns of the ES for transmission, note - not held for the ES without motorized drive
  3. Antenna patterns of the ES for receive, note - not held for the ES without motorized drive
  4. Cross-polarization antenna of the ES for transmission, note - is performed on a mandatory basis.

Note: Measurement of parameters is performed in accordance with Chapter 4 of these specifications.

§ 4 Initial output of the ES at the satellite

15.  Access of the ES of applicant to the space segment is made a resolution by MCC and by MCC operator running.

16.  Just before the access to the satellite technicians of the ES of Applicant must check the equipment of receive and transmission, to clarify guidance coordinates to a satellite and perform accurate pointing of the antenna station by a beacon or control the unmodulated carrier from the monitoring station MCC, as well as to check the working of the polarization and frequency of the test signals for transmission and receive. Upon initial exit of the ES of Applicant in radiation power mode, the satellite technicians applicant must adhere to the following order:

  1. ensure the accuracy of the ES antenna pointing to the satellite
  2. ensure the absence of unwanted signals for receiving the output BRTK a dedicated frequency band for measurement
  3. install the service channel with the operator of the MCC by the channel shared or dedicated channel intercom;
  4. by the command of the MCC operator to set the desired frequency and EIRP carrier of the test signal;
  5. turn on a transmitter only by command of the MCC operator in the initial moment of the level 10 dB below the nominal EIRP;
  6. to control the frequency and power of the signal, spurious and out of band emissions at the output of the transmitter;
  7. set nominal EIRP carrier controlled of the MCC operator;
  8. at the end of the measurement of the ES turn off the transmitter.

17.  To make a test report from the technical staff of the Applicant informs the operator MCC the following data:

  1. General information on the of the ES - identification number and place of location of the station;
  2. Specifications of the ES.

§ 5 Making of measurements

18.  After completion of the measurement equipment of the ES applicant characteristics drawn up test report

19.  At the end of the tests on the basis of data included in the reports, prepared by the Applicant of the ES passport, issued in accordance with Annex 5 of these specifications. For a typical subscriber of the ES VSAT networks (Very Small Aperture Terminal) is filled with a passport, and the location and identification numbers of the of the ES sent in a separate list at the of the MCC. How to fill in the identification number of the standard of the ES is given in Annex 6 to these specifications.

Under the types of groups of the ES are understood the ES, which transceiver hardware configuration and characteristics are identical:

  1. The manufacturer and the diameter of the antenna system,
  2. working frequency band to receive / transmission,
  3. maximum EIRP,
  4. value of merit ES (G/T),
  5. gain antenna for transmission / receive,
  6. Manufacturer and power of the transmitter,
  7. model and manufacturer of the modem.

20.  According to the analysis of the test results (if positive test results) and submitted by the applicant of passport of the ES to the MCC, the National operator prepares permission to access of the ES to the space segment and one copy of the resolution is sent to the applicant, and the other with the report is stored in the MCC. A copy of the permission of access to the space segment applied to the Contract, and is kept by the National Operator.

21.  In case of divergence of measurement results of the ES applicant to the technical requirements set out in Chapter 4 of this specification, the National Operator notifies the applicant of the need to retest at the agreed date and time, and the applicant prepares the of the ES to repeated measurements.

22.  Availability of the permission for access to the space segment of the ES is the basis for the commissioning of satellite communication channel with the use of this ES.

23.  In the case of replacement or retrofitting of equipment of the ES (antenna and / or transmitting device) the applicant provides information to the MCC for a decision on the need for re-admission procedure.

24.  On the typical group of the ES issued one permit, but not more than 20 of the ES for a period of 30 calendar days.

Chapter 4. Measurement parameters of the ES

§ 1 Stability of maintenance of the signal frequency and EIRP

25.  The aim of the measurement is to check the stability of frequency and EIRP of the ES carrier within 24 hours. Measurement time can be changed by mutual agreement.

The recommended approximate composition measurement equipment of the ES:

  1. Power Meter (PM);
  2. Frequency generator (Gen).

26.  The scheme measurement stability EIRP and carrier frequency of the ES applicant, listed in Annex 1 of these specifications.

27.  Procedure :

  1. Measuring the frequency error and inaccuracies maintain carrier EIRP of the ES applicant are conducted at the same time;
  2. Technical staff of the Applicant makes accurate pointing of the ES antenna to the satellite to the maximum level of the beacon signal;
  3. By the instructions Operator of the MCC Applicant the ES radiates towards the satellite unmodulated carrier (CW) with the level of the initial moment of 10 dB set below the nominal of the MCC operator. Raising the level of the carrier is carried out only by commands of the MCC operator;
  4. Operator of the MCC at the receive controlling radiated carrier of the ES;
  5. Technical staff of the Applicant under the control of an operator of the MCC sets  the nominal EIRP carrier. Fixed carrier level can also be controlled by the technical staff of the Applicant on the power meter that is connected through a directional coupler to the output of the transmitter of the ES, if this available;
  6. Operator of the MCC performs automatic registration of EIRP and frequency changes the carrier of the ES applicant from the nominal values at the reception from the satellite by technical facilities of the MCC on reception;
  7. After measuring the technical staff of the Applicant at the direction of the operator of the MCC turns off transmitter of the ES ;
  8. The measurements were are conducted for the primary and backup sets of the ES equipment;

Note: For antenna diameters greater than 3.5 meters are not equipped with automatic tracking system this measurement is not carried out.

§ 2 Measurement of the applicant's ES antenna pattern on the transmission

28.  This section describes the method of measuring the directivity patterns (DP) of the antenna using the space segment and with the participation of technical means of MCC.

29.  The aim of the measurement is to determine the appropriate forms of the DP for the transfer requirements of these specifications. Scheme of measuring the shape of the ES antenna pattern applicant, listed in Annex 2.

For more than 3.5m diameter antennas are not equipped with automatic tracking system, this measurement is not carried out

The recommended approximate composition instrumentation of the ES - power meter (PM), frequency generator (the gene)

30.  The ES of applicant in preparation for measurements DP takes measurements of the antenna rotation time in elevation from top to bottom and left to right azimuth angles in the range of ± 7 ° * from the direction of the satellite. Is studied uniformity of movement of the antenna in the specified range of corners. In case of difficulty of the MCC operator advises. The findings are reported to the operator of the MCC.

31.  Procedure :

  1. Measurement of the antenna pattern on the transfer of the ES of applicant by azimuth:

-          Customize the ES of applicant to the maximum of the satellite beacon signal;

Technicians of the ES of applicant on the instructions of the operator MCC radiates towards the satellite unmodulated carrier level at the initial time of 10 dB below the nominal value set by the operator of MCC. Raising the level of the carrier is carried out only by command of the MCC operator;

-          Operator of the MCC controls radiated carrier of the ES;

-          Technical staff of the Applicant under the control of an operator of the MCC sets nominal EIRP carrier. Fixed carrier level can also be controlled by the technical staff of the Applicant on the power meter connected via a directional coupler at the output of the transmitter of the ES, if available;

-          Technical staff of the Applicant by command from the MCC operator stops the transmission at a given frequency, switching off the ES transmitter;

-          Technical staff of the Applicant produces deviation in azimuth of the ES antenna  east to 7 ° * (plus 7 °) of the aiming point of the satellite;

-          Technical staff of the Applicant produces measurement time movement from the position of the ES antenna plus 7 ° * to the east (from the point of pointing to the satellite) to the position of minus 7 ° to the west, according to the measured time of the MCC operator and returns the dish to its original position;

-          Applicant's technical staff by command "START" of the MCC operator switch on the transmitter with a nominal power level;

-          Applicant's technical staff provides the ES antenna turn from the position of minus 7 ° C to plus 7 ° position * on the east, and after the movement is complete, turn off the transmitter;

-          Operator of the MCC processes the results of measuring communication monitoring system complex (MSC) and generates a report on the ES antenna pattern in the azimuth plane;

In case of need for the team of MCC operator to hold the event provided for by paragraphs from the sixth to the tenth sub-paragraph 1) of this paragraph again.

* Note: The value of the deviation of the antenna (in degrees) can be changed.

1. Antenna pattern measurement on transmit ZSSS applicant in elevation:

-          Customize the ES of applicant to the maximum of the satellite beacon signal;

-          Technical staff of the Applicant at the direction of the MCC operator picks up towards the satellite unmodulated carrier (CW) to the level of the initial moment of 10 dB below the nominal MCC operator set. Raising the level of the carrier is carried out only by commands MCC operator;

-          Operator of the MCC controls radiated carrier of the ES;

-          Technical staff of the Applicant under the control of an operator sets MCC nominal EIRP carrier. Fixed carrier level can also be controlled by the technical staff of the Applicant on the power meter connected via a directional coupler at the output of the transmitter of the ES, if available;

-          Technical staff of the Applicant by command of the MCC operator stops the transmission at a given frequency is off, of the ES transmitter;

-          Technicians applicant produces deviation of the ES antenna elevation to the top position to minus 7 ° * from the point pointing to the satellite;

-          Technical staff of the Applicant produces measurement time movement from the position of the ES antenna minus 7 ° * from the point pointing to the satellite positions to plus 7 ° * down reports measured the movement of the antenna operator MCC antenna and returns to its original position;

-          Applicant's technical staff by command "START" MCC operator switch on the transmitter with a nominal power level;

-          Technical staff of the Applicant shall turn from the position of the antenna plus 7 ° * to position minus 7 ° *, and after the movement is complete, turn off the transmitter of the ES;

-          Operator of the MCC processes the measurement results of the SMS complex and generates a report on the antenna pattern in the elevation plane of the ES.

If necessary, the by command of the MCC operator to take measures stipulated by the paragraphs from the sixth to the tenth sub-paragraph 2) of this paragraph again;

§ 3 Measurement of Applicant's ЕS Antenna RP appointment

32.  When measuring of the ES DP at the reception, facilities MCC direct measurements are not carried out.

33.  The ES Antenna pattern holds for the unmodulated carrier (CW) emitted from the monitoring station (MS).

34.  The signal from the MS transmitted as long as there is an azimuthal direction of movement of the ES antenna and then elevation. Data from the measurements of the ES Applicant are transmitted to the operator of the MCC and recorded in the report. For measurements to be collected scheme, in accordance with Annex 3 to these specifications.

35.  Procedure:

  1. Technical staff of the Applicant adjusts the ES on the maximum satellite beacon;
  2. MS transmits a reference test signal (CW) with the parameters agreed with the technical staff of the ES;
  3. Technical staff of the Applicant informs to the operator of MCC about receiving a reference signal;
  4. Measurement of the DP antenna azimuth:

Technical staff of the Applicant sets the antenna on the angle * 7 ° to the east from the point of pointing to the satellite;

Applicant's technical staff carries out the movement of the antenna in azimuth to the west (to the point plus 7 °) and a simultaneously captures the signal level change and the passage of the antenna from the point of plus minus 7 ° to 7 °;

Applicant's technicians stores data obtained as a result of measurement;

  1. Measurement of the DP antenna in elevation:

Technical staff of the Applicant set the antenna in the down position (in the elevation plane) minus 7 ° * from the point of antenna pointing to the satellite;

Applicant's technical staff carries out the movement of the antenna elevation to the top position (maximum angle) to the point plus 7 ° * and simultaneously captures the changes in the signal level and the passage of the antenna points plus 7 ° to the point of minus 7 °; *

Applicant's technicians stores data resulting from the measurements;

  1. After measurement of the Applicant technicians informs to the operator of MCC about  measurement end, and MCC operator stops the transmission of the reference signal to the monitoring station;
  2. Technical applicant's staff reports the measurement results to the Operator MCC (by fax, e-mail or on electronic media);
  3. MCC processes the results, generates a report on the DP.

§ 4 Measurement of cross-polarization interchanges of the ES antenna by the applicant to transmission

36.  Measurement of cross-polarization isolation (CPI) of the ES antenna of the Applicant measured by the signal emitted by the ES in horizontal and vertical polarizations, and processing results SM.

37.  Measurement of CPI antenna transmitting frequencies is processing in accordance with the scheme set out in Annex 4.

38.   The recommended approximate composition of the ES measuring equipment - frequency generator (Gen).

39.  Procedure:

Technical staff of the Applicant produces accurate pointing of the antenna to the satellite according to the maximum level of the beacon signal;

Technical staff of the Applicant at the direction of the operator MCC radiates towards the satellite unmodulated carrier (CW) with the level of the initial moment of 10 dB below the nominal MCC operator set. Raising the level of the carrier is carried out only by commands MCC operator;

MCC operator at the reception controls radiated carrier ES;

Technical staff of the Applicant under the control of an MCC operator sets nominal EIRP carrier. Fixed carrier level also can be controlled by the technical staff of the Applicant on the power meter connected via a directional coupler to the transmitter output, if there is such opportunity;

MCC operator performs automatic registration of changes in signal level emitted and the orthogonal polarization in satellite transponders by the technical means MCC. The difference of the measured signal strength values (taking into account the difference in the gain of the transponder) is the value of the cross-polarization isolation;

MCC operator evaluates the received CPI value with a normalized value of the CPI, which should be at least 30 dB.

If the obtained value of the CPI is less than the regulated, the applicant's technical staff directed by the Department Store operator performs adjustment (rotation) of the polarizer Applicant’s antenna system, and the operator repeats MCC actions outlined in subparagraphs 5) - 6) of this section until the value meets this specification.

§ 5 Measurement of cross-polarization interchanges of the ES antenna by the applicant to receive.

40.  Measurement of cross-polarization antenna isolation of the Applicant is to measure the reference signal emitted by technical means of monitoring control center.

41.  Measurement of CPI antenna reception range of frequencies is made in accordance with the scheme set out in Annex 8 to technical requirements.

42.  The recommended structure of the measuring equipment: spectrum analyzer connection cable.

43.  Procedure:

1. Applicant's technical staff produces accurate pointing of the antenna to the satellite for the maximum level of the beam;

2. The operator of the MCC specifies to operator the parameters of the Applicant for the preparation of the reference signal of the spectrum analyzer to work;

3. The operator of the Applicant, produces an adjustment (rotation) of the polarizer of the antenna system to the maximum reference signal, and measures the preservation of the spectrum of the reference signal of the spectrum analyzer.

4. The operator applicant produces adjustment (rotation) of the polarizer of the antenna system in the plane orthogonal to the polarization of the reference signal, measures the spectrum analyzer and fixes the level value reference signal. Adjustment of the polarizer must be made so that the difference between the level value measured in step 3. and the value of the reference signal in an orthogonal polarization was not less than 30 dB. The operator measures the applicant and the preservation of the spectrum of the reference signal of the spectrum analyzer.

5. Applicant's statement represents the measurement results in the MCC. These results are the basis for access of the ES to the space segment.
